Graduate Scholarships
The Top Scholarships office supports the following graduate scholarships and fellowships:
Each year the Endowment offers 8-10 one-year fellowships to uniquely qualified graduating seniors and individuals who have graduated during the past academic year. They are selected from a pool of nominees from close to 400 participating colleges. Carnegie Junior Fellows work as research assistants to the Endowment鈥檚 senior associates. Those who have begun graduate studies are not eligible for consideration. Carnegie Endowment鈥檚 nomination deadline is January 15 of each year. Colleges generally set an earlier application deadline. The program seeks to recruit talented students in academic programs relevant to international affairs, political and economic analysis, administration, management, and science policy. The goal is to attract outstanding students from all ethnic, racial and social backgrounds who have an interest in pursuing a Foreign Service career in the U.S. Department of State. The fellowship develops a source of trained men and women from academic disciplines representing the skill needs of the Department who are dedicated to representing America鈥檚 interests abroad. Each successful candidate is obligated to a minimum of three years鈥 service in an appointment as a Foreign Service officer.
Extraordinary intellectual distinction is a necessary but not a sufficient condition for election to a Rhodes Scholarship. Selection committees seek excellence in qualities of mind and in qualities of person; the Rhodes Scholarships are investments in individuals rather than in project proposals. Accordingly, applications are sought from talented students without restriction as to their field of academic specialization or career plans although the proposed course of study must be available at Oxford, and the applicant鈥檚 undergraduate program must provide a sufficient basis for study in the proposed field.

The Soros program is intended to support individuals who are 鈥渘ew Americans,鈥 students whose parents are naturalized citizens or who are naturalized citizens themselves. 听The program looks for students who retain loyalty and a sense of commitment to their country of origin as well as the United States, but regard the United States as their primary residence. 听Candidates must demonstrate the relevance of graduate studies to their long-term career goals and potential in enhancing their contributions to society. 听While academic record is certainly relevant, the program also looks for leadership, creativity and a commitment to the values expressed in the U.S. Constitution and the Bill of Rights. The fellowship looks for people who have used their opportunities well and who will be leaders in their fields.
